What is fuel surcharge?

A fuel surcharge is an additional fee that freight carriers charge shippers to offset the cost of fluctuating fuel prices. Because diesel fuel costs are volatile and difficult to predict, surcharges allow carriers to adjust their effective rates in response to market conditions without renegotiating base contracts.

Most fuel surcharges are applied on top of the base line haul rate. Some carriers choose instead to incorporate fuel costs into a higher base rate, but the surcharge model is more common because it ties pricing directly to observable fuel indexes.

How is a fuel surcharge calculated?

Fuel surcharges are typically based on the U.S. Energy Information Administration (EIA) weekly diesel price reports. Most major carriers—including large parcel carriers—update their fuel surcharge tables weekly, using the prior week's reported fuel price.

A standard carrier calculation uses three inputs:

  1. The current on-highway diesel fuel cost (from EIA weekly reporting)

  2. The base fuel price written into the shipping contract

  3. The contracted miles-per-gallon (MPG) assumption for the truck

Example calculation:

  • Current fuel cost: $5.25/gallon

  • Base fuel price in contract: $3.00/gallon

  • Difference: $2.25

  • Contracted MPG: 6 mpg

  • Surcharge per mile: $2.25 ÷ 6 = $0.375

  • Trip mileage: 550 miles

  • Fuel surcharge for this shipment: $0.375 × 550 = approximately $206

How to reduce fuel surcharges

Reducing fuel surcharge exposure requires improving overall network efficiency. Common strategies include:

  • Route optimization: Eliminating unnecessary miles through better routing reduces the total distance subject to surcharges

  • Backhaul booking: Filling trucks on return trips reduces empty miles and the surcharge cost per unit shipped

  • Load consolidation: Reducing total shipment count means fewer moves and less aggregate fuel cost

  • Carrier diversification: Shifting applicable freight to carriers using electric vehicles or alternative fuel sources that do not carry a diesel surcharge

  • Shipment timing: Where flexibility exists, planning shipments during periods when on-highway diesel prices are historically lower

Fuel surcharge reduction is closely tied to broader freight optimization—the same network improvements that reduce costs generally also reduce fuel consumption.
